Not bad
It'd leave some populations a little bit out-in-the-cold, but I can certainly see the need to draw a distinction between a democracy on the one hand and an Idi Amin-type dictatorship on the other.
What I wouldn't want to see is the democratic caucus placed on a pedestal so high it can't be questioned or challenged. It seems even democracies have their failings.
