So you are saying that if Clarke didn't think military action in Afghanistan could have averted 9/11, then hes saying nothing could have averted 9/11?

Hmmm. Seems like you think military action is the only thing that can affect terrorism. Which if you hold that premise, then 9/11 bcomes unstopable and nobody is accountable and military force is justified in all cases.
