You not only have to be in the Navy to use that term, you pretty well have to be in the same unit. One could start a "dispute" with that word even in an all-Navy bar if someone is looking for a problem.
And there always is. In fact, there are always at least two of them. And they have friends. But anymore I don't understand how.
