I believe that the Arab world sees the UN as a legitimizing organization or at least a signal of inevidability. Hard core terrorists would not feel this way but the Iraqi tribes might settle down.

The UN is nothing without the US as a police force but they may have a role in Iraq if we continue to falter in our ability to pacify the country.
