What are you going to be blowing at anything with a high pressure hose?
Your plan would make the situation WORSE by blasting things with the dust at high pressue.
The Optical Surfaces for Pancam are kept clean as it is, by tilting down, into little covers when either Pancam, Navam or MiniTes are not in use. You can see this in Dan Maas's animation.
