I would rather they designed a new infrastructure to get into space and beyond and not try to do it on the cheap just to get it past congress. That's what happened to the shuttle. They saved money early and are paying for it now. Spend more money to do it right now will save in the end. Of course that's wishful thinking. They will have to compromise and compromise to save and what we will end up with is another expensive system that won't do the job, or will be cancelled before it even gets off the ground.
