It looks as if Spain was fighting an undeclared war against Iraq, and

when the premise for that illegal action was proven wrong,

Spain entered into an undeclared armistice.

Only bullies think it's unfair to fight back. Re civilians, thousands have been shot in Iraq, and "collateral" only explains so much.
