Let me ask you something, sir: If you lived in a community in which you had never had to make the rules, and in fact in which it was dangerous to try; if you lived in a world in which random civil violence was the rule; and then you were invaded by a foreign power whose people did not speak your language or worship the way you do, who promised you "freedom" (whatever that means), and who, instead of offering you random civil violence, could not seem to maintain civil order; if all this was done while you were only a bystander, and not a participant -- would you be ready, be willing, even understand how to work with the people who promised freedom?
