And the coverup.
The third report on abuses was completed and disseminated within the DoD in February. The Red Cross was telling about widespread abuses in 2003 and 2004.
It was all covered up with the broad term, "we're investigating", until CBS released the pictures. Then the floodgates opened.
But not until CBS got the story. The Administration certainly wasn't up front about it.
