Hubble Telescope's Life Expectancy Predicted

If the telescope has four gyros, but can function on two, why not shut down two of them until they are needed? Why not wait to service Hubble until all but one gyro is broken? Beside, won't the James Webb Telescope make the Hubble Telescope obsolete?
