The Iraqi RG General who took over went in and claimed there were no mujahadeen or foreign fighters in the city and the problem was solved. In reality it was clear all the trapped bad guys slipped out of town and escaped to fight another day.

It's pretty clear that's why a similar model was not used with Al Sadr.
