The reason all those regulations are so chicken-shit (to borrow a time-honored military term for a pointless and overly detailed specification with no practical benefit)is that you HAVE to. Business men will cheat every chance they get, they will nickel and dime you whenever they can, you have to spell out everything in excruciating legal detail, and hold them to it, or they will pull a fast one on you, every time.
Private businesses do exactly the same thing when it is in their benefit; it's called the "fine print". But I suppose it's OK when they do it, eh?
