Seems to me to be arbitrary.
Like figuring out where "light gray" turns into "dark gray".
Whatever someone decides it should be, that will be "it".
I'd say that anything with the orbital inertia that Pluto has is a planet, and anything smaller is not.
And that's ONLY because I was raised with the idea there were nine planets. Don't have any good basis for my opinion.
