Is "we" the US? Is it Western Culture?

Is Kuwait a democracy? I mean, did Bush the First "restore democracy to Kuwait"?

What does the "vote" mean in Kuwait? Do they elect a CEO-type person, and representatives who enact laws?

Is it a capitalist economy? Socialist?

And what did "we" have to do with women getting the "vote"?
