What are you missing? The courts-martial of enlisted people.
That's going to fix it all.
Memo's be damned, you cannot find any direct orders to torture people. Oh, you can refute the Geneva Convention, but that's not an order to torture.
You can demand results from MI - but, again, that's not an order to torture.
You can bring in the guy from Guantanamo to "motivate" the MI folks, to reorganize the facility to "prepare" prisoners for interrogation, but, neither is that an order to torture.
So, court-martial the enlisted folks and tell the world the system works.
