You can thank President Clinton for intelligence failures Lindy. The reason it is taking billions as you put it is because we are trying to restore intelligence agencies that President Clinton trashed. President Clinton told the CIA to get it's ground people out of Iraq and from that point on we were blind and relied on hearsay from supposed allies like France.
