Yes, air pre-heated by the bow shock has a higher local speed-of-sound but it doesn't make the scramjet run better. Scramjets crap out at Mach 10. In a former life, I studied scramjets for a living. I was part of an experimental team that conducted development work on scramjets using a shock tunnel. The scramjets that we investigated worked fine at Mach 6 but produced diminishing thrust with greater Mach number. Beyond Mach 10 they were producing no thrust.
One can cook up science fiction concepts to get beyond Mach 10 but the problem is always added mass. Scramjets were supposed to be beneficial because the vehicle doesn't need to carry oxidizer. Unfortunately a scramjet powered vehicle does need to carry lots of extra hardware to support the scramjet's operation. After the smoke clears and the dust settles, dumb old rockets require less mass than scramjets and can get you from Mach zero to orbital velocity.

Yes, air for combustion is pre-heated by the bow shock
