re: Private rockets and legislation
When I was developing private launch systems, one of the most difficult things we had to do is deal with the government bureaucracies. Almost everyone currently working in the field feels the same way.
The frustrating part is that regulations to ensure public safety would not need to be anywhere near as complex and inconsistent as they are.
In our early days, we had hoped that much could be done under existing experimental aircraft rules. No such luck.
