I'm still wondering: Suppose (for arguments sake) it eventuates that there was much more to this story than people thought. I think you're saying that might make the US government culpable in some way. We'll see. But (in my universe) the culpability and criminal responsibility is one hundred percent with the perpetrators - wouldn't you agree?
