Rutan's birthday is July 4th?

Don't they have to announce their intentions 30 day prior to the first flight...so is tomorrow that day? Do they need to announce the intention publicly?

What is Spaceship One's turnaround time? Could they do a July 3rd first flight and then a July 4th prize winning flight? Or could they do both in one day?
