Can really be dated from at least the early 50's. The extent of corruption tolerated and the way it was supported by a massive bureaucracy would make a good book.

I had a friend that had a Fullbright and studied in Moscow during that period, and in the 60's I accompanied another friend in smuggling "teddy boy" clothes through the Brandenburg Gate into the Soviet zone.

Governments can suffer and survive bad economic and political leadership--simply because these will be corrected by the gov. that the people replace them with. But no system call survive a climate of corruption for very long.
