was offered to the US in regards to the communists by H.L. Menken. Menken proposed the US government offer a subsidy to all communists if they would accept relocation.

The idea was that communists could be placed in most towns and cities accross the US. This would allow people to complain about their own communist and stop worrying about "those communists in Washington."

Amazing that you should come up with one of Menken's concepts.
