I think it had to be higher.
I personally doubt that a CIA person would have done this on their own.
Just a guess.
The investigation seems silly - put a few people on a polygraph and trace the route of the leak - who authorized it, etc.
One big clue - GWB has sought the counsel of a criminal defense attorney. Heck, I could have told him to just say, "I don't remember", a la Reagan.
Or, I was drinking tea, I must have been to the restroom, as did his Dad.
