Primitive cultures use drugs to induce hallucinations, to communicate with their gods, to get into a rage before engaging in tribal war. Civilized cultures use drugs to medicate during illness. In all human cultures some use drugs recreationally or socially because they intoxicate. We consider this to be unhealthy and destructive, usually illegal and worthy of punishment. I don't know if other primate species and animals use drugs. Pheromones yes, but drugs? Perhaps a biologist could answer that. Tool use has found to be not unique in humans, it's also possible that intoxicants are used by some animals.
