The types of people I'm mentioning wouldn't mind if they eneded up on the wrong side of the performance envelope, but they's be pretty pissed if the cargo did, too.
SS1 isn't designed to be flown down a descending trajectory, so it's not much use as a delivery system, I agree.
Plenty other ways to do that sort of thing, and with longer range, too.
