Maybe they don't want Kerry promoting gun use. "Subconsciously" they want to punish him by shooting him. Consciously they wanted to convey that Kerry was shooting himself in the foot- but choose Kerry being shot in the head, to avoid reminding the public of his tour in Vietnam:)

Though, seriously, it's probably mostly a matter of Reuters being bunch of incompetent knuckleheads.
