I generally believe that Clinton deserves credit, if for no other reason than that.
A deeper question might be whether the bill had sufficient support to override a veto (I don't know the answer).
To have a bill go into law by overriding presidential veto is a supreme embarrassment if the bill turns out as well as this one did.
