The CIA and NSA probably do use "hush-hush" computer algorithms,
image filtering and tweaking to turn pixelated satellite imagery [not moving imagery] into
faithful "still" images of distant small objects greatly magnified.
It might indeed be possible for them to use Keyhole satellites to resolve license-plates as
rectangular objects, but I'm still persuaded that it's a myth that individual license-plate numbers can be resolved by "anything" orbiting overhead.
The laws of physics do put distinct limits on optics.

And yes....I could certainly understand your reluctance to even discuss it here on this forum.
So there's no further need for technical details.
