Maybe you are.
While Israel certainly suffers terror attacks on a regular basis, Israel also has a stable governmental system, infrastructure, and all the things a nation needs. Compared to the rest of the Middle East, it is also thriving economically. The standard of living is high, respect for individual rights is an order of magnitude greater than for the rest of the Middle East, and it's the only democracy in the whole area.
If Iraq eventually gets to the same point as Israel, despite occasional attacks, it would be a huge success.
