Wanting the job should mean automatic disqualification (unless a way of measuring the motivation is devised - the desire for unselfish public service would be quite acceptable, if it stil exists)
Here, voting is compulsory, mandatory. I can imagine what you would think of that, and so do I. The law doesn't care whether you actually vote - you just have to show up and get your name checked off. I could do that and then walk straight out without even touching a ballot paper, and I would still be within the law. Dumb, isn't it ..
