If this is indeed the "Clinton secuirty report" you didn't read it did you, Tom.
In the same breath it talks of Taliban regime in Afghanistan, Burma, China, Iran, Iraq, Sudan, and the Milosevic regime in Serbia as countries of concern. And multiple times talks of terrorism as a grave concern domestically as well as world wide. Terrorism is more often mentioned than Iraq.
