This is an ID chip, not a "locator" chip.
To the best of my knowledge, nobody has a long-range GPS locator that can fit on a tiny chip. The smallest ones I've seen--commercially available to be sure--are about the size of a large pack of cards.
I seriously doubt that people who will saw someone's head off without a second thought will hesitate to appropriate these chips the hard way.
