Not many people defend caps in actual damages (i.e. the actual medical and/or living costs incurred by a malpractice). However, lawyers like to tack on "pain and suffering" and other arbitrary charges that primarily serve to make lawyers rich.

There are other reforms needed. The system is way out of kilter.
