Once a community exceeds a number of people, then comes a sense of getting organized. Where I live, I can get to work, to school, to any doctor, hospital, grocery store, baker, mall, etc...by foot.
A city has taken centuries to get organized, has changed itself several times before it got to what it is today.
Sometimes, social experiments are accepted and applied and last until a war or a revolution end them.
But a society can be open enough to let various experiments coexist or alternate at the government or even share a government with endless discussions.
Humans need other humans.
But there are places in the world where there is lot more room for experimental societies than in others.
