I see most of this as largely passive support, encouraging the terrorists, not obstructing their movements, and providing a safe haven while not actually being involved in their plots. Not that this makes them innocent.

What's funny is some of Bush's opponents are acting like nobody knew about Iran before. Hello? "Axis of Evil?"

This definition also applied to Iraq, which sheltered terrorists in Baghdad, and to other nations like Syria and Saudi Arabia, although the passive support in the case of the latter appears largely to be the rulers sticking their heads in the sand and hoping the terrorists don't blow their butts off.

There are currently terrorists operating in Eastern Africa, other parts of the Middle East like Yemen, and almost certainly western Pakistan. I've probably missed a few nations.
