I looked for it on bn.com. It's 586 pages. So, if you want a print copy (and a lot of people, rightly, don't trust electronic or magnetic storage for long-term retrieval, not to mention that 586 pages on a screen is not easy on the eyes and resists self-indexing and notations in the margins), you will use up 586 pieces of paper, and the ink necessary to print it. And the time that it takes for your printer to print it.
One ream of 8.5x11, 96 brightness, 24-lb. acid-free all-purpose paper runs about $8.00. That would be a good grade of paper, which would keep for a while. One ream is 500 sheets, so you're already almost at $9.00. If you send it to a bindery, depending what kind of binding you want, the price can range from about, maybe, another $15.00 for a spiral binding to a little under $50.00 for a hardcover. If you decide to keep it in a looseleaf binder, you'll have to buy a 4" binder, in which to fit almost 600 sheets and still be able to turn the pages. That's $15.99, plus your time making holes in 586 pages, which isn't negligible even if you have a heavy-duty 3-hole punch. (If you buy your paper pre-punched, add more to your paper cost.)
So, if you print it yourself, it will cost a minimum of $24.00 and change, unless you keep it loose, in which case it will still cost almost $9.00 plus whatever ink you use. If I go to Barnes & Noble tonight and use my member discount, I can get it for $8.55 + $3.99 shipping, which is about $12.50 for a bound copy. I consider the time I would take to print a copy I can write on, keep from blowing around the neighborhood, and read on the beach or in a tree, if I want, to be worth the extra money.
Anyone who wants a print copy can of course contact the GPO and get a copy, in the government's own good time. It will cost $13.95.
So, who's really dumb? It appears to me that Mark Mogle just doesn't understand what things really cost. Either that, or he isn't really interested in reading the report, just in having it. My eyes won't stand up to that kind of abuse.

And did it come bound with a cover, your download? Or, How "free" is free, really?
