It's not the Iraqi import that matters but the export figures of every involved country relative to their GNP (their dependancy on Iraq, not Iraq's dependancy on them).
Iraq was the 23rd country France was dealing with, the first ones being the EU countries, the US being the 5th, which meant they were more concerned about loosing business with the US than with Iraq;
Besides, isn't it interesting to see Iraq got 0% from Germany while it got 1% from the US?
