Why does giving a terrorist warning make Kerry look weak?

Do you really believe that telling people to be on guard against possible terrorist plots makes Kerry look weak?

I would think repeated terrorist threats would make the incumbant look weak.

Didn't the boy who cried wolf get voted out of office?
