The Russians don't seem to 'remember' this, and the lever arm
was still a whole lot shorter, AND on the end of the boom, human body motion would overwhelm any long-term effects. As for the current phenomenon, the Russians seem to still insist it was caused by the crew working roughly, and the CMGs being overloaded -- they have not even MENTIONED the possibility that it's a feature of THEIR hardware.
