I think he is refering the the Apollo Program syndrome. People get a bee in their bonnet to build a big technological infrastructure. Money is spent, jobs are created and political careers are made. Then time passes, people get bored with it and the project gets cancelled.

One could imagine a planetary defense system not firing a single shot for a thousand years and then being dismantled as a white elephant. One day after the system is completely scrapped, the killer comet appears and everyone dies.
