There's no right or wrong answer to the question. If anything, it's about the appropriateness of the board categories, and how people interpret them. Current Events specialized in politics because of the proclivities of so many people here, but it could've been interpreted more broadly.
Off-topic is a historical accident, really. As the name implies it was originally intended as a catchall for non-space topics. When most of those turned out to be current events, Current Events was born. That leaves Off-topic in a kind of limbo. The term is actually pejorative and signifies irrelevancy (in a particular context), and thus the concept of off-topicness can only be understood in relation to something else. How can a board itself be off-topic? Enquiring minds want to know!
I can move entire threads, but not individual messages, between boards. That kind of raises the bar for judging miscategorization, and maybe that's a good thing. If I could "edit" the HabitableZone down to the level of individual posts, things would be constantly shifting and that might be disorienting.
Besides, on what possible grounds could I justify moving anything (except a flame) from a board called "Off-topic"? Hoist on me own petard, methinks.
