The CIA Inflated The Data Don
Clinton believed the same thing. His lack of action was due to the same weak kneed policy that let Al-queida grow and grow, not a better understanding of Saddam's threat.
I wanted a stronger response from Clinton before 911 ever happened based on Saddam's own actions not any supposed link to Al-queida. 911 showed most people that we needed to take stronger actions against the likes of Saddam and Bin Laden. The war still had strong support after WMDs became unlikely because of similar feelings. It is not the lack of WMD, but rather the drawn out nature and lack of progress that has soured so many people on the war.
