I have seen nothing indicating that Kerry has a choice about going to Vietnam for his second tour.

It's mentioned that he volunteered for swift boat duty, hoping for non-hazardous duty, but I have seen nothing exploring where he might have ended up otherwise. Anybody got information on this? Did Kerry have the option of staying stateside for his second tour?
