Changes need to be made in the Intel Community...
but the guiding dictate should be, "First, do no harm."
Not all change is good. Not all committee recommendations are good ideas in the real (or spooky) world.
There are some 15 different agencies in the Intel Community. According to former intel analysts that work with me, there is a lot of needless duplication of effort. There's a lot of room for streamlining, and perhaps having a single bellybutton in charge of it all would be a reasonable action. Likewise, having a review committee that can sift through all of the duplicated efforts and streamline them while preventing future duplications would also be a good idea.
