You don't understand - Kerry was talking about his own actions when his boat came under fire from civilian positions -

and yes, he does feel not so good about killing innocent civilians - but that's the way the VC operated -

by the way, the same thing is occuring in Iraq today, and many of our troops deeply regret the loss of innocent Iraqi civilian lives - but that is the way the guerillas there are operating
