Who had 8 years to deal with the problem? It's obvious Bush felt bad that it happened on his watch and he has made a big effort to stop it from happening again. Please list the great steps you think the last guy made in response to the MANY attacks that occured on his watch. Does the fact that the attacks kept getting bigger give you any clue as to how effective Clinton's responses were?
