Not a rocket but a jet
Putting a jet engine on a wheelchair is, well, novel. Personally, I would've put one on one of those racing wheelchairs used by paraOlympic athletes. They have a lower center of gravity and are built for speed. That wheelchair looks way too top heavy.
I remember seeing a jet powered ultralight at Oshkosh 1996. It was pretty cool. Here's a photo of it.
