Saw "SMALL BLACK CYLINDRICAL OBJECT"

About 4 months ago, darn thing floated in a pre-determined plan, had a black, glossy shape to it and had two smaller "SPHERES" (SENSOR PODS??) at each end, sucker drifted in straight line and then stop, would go hover RAM STRAIGHT VERTICAL as though to image something, then continue , happened hereon East coast, mid morning, and if this was a BALOON, why would it STOP and HOVER on a WINDY DAY?
strange.
