That write up is the work of Charlie (Pat) Vick, reverse engineering from public sources. The work is not John Pike's; thus whoever talked to you simply did not know what they were talking about, but simply wanted to attack John Pike.

I don't want to comment, except to say that I don't think an analysis of this type is a particularly good thing to do, as it might accidentally be of aid to someone hostile to the US, but the FAS wanted to break out the budget numbers for imagery.
