No, it was exactly true.

But Kerry hasn't yet given permission for his records to become public. That is a fact, Jack.
There is no reason why Kerry could not give permission for his records to be released- other than he doesn't want these records released.
You think these records might embarass him?
Maybe if his records were released the Dems would have problems with their campaign to smear the vets.
Couldn't have that could we?
